Application of Real-name Registration Programme for SIM Cards
Applicable to SIM cards to be used for local person-to-person communications including voice, data and/or short message services (SMS) issued by Hong Kong’s telecommunications operators.
Registration requirements
  1. Individual users are required to provide information as contained in their identification documents (Hong Kong Identity Card or other acceptable identification documents such as visitors travel documents) including name, date of birth, number of the identification document and its copy for registration.
  2. A company or corporate which would like to register as SIM card users are required to provide business registration information and specify a representative or a responsible person and provide the personal information of that person.
  3. Each individual user may register no more than 10 pre-paid SIM (PPS) cards with each telecommunications operator whereas each corporate user may register up to 25 PPS cards with each telecommunications operator. There is no limit on the number of registrable SIM service plan (SSP) cards.
  4. A person below 16 years old who needs to register for SIM card services will require the endorsement of an adult. The telecommunications operator will also register the information of that adult.

FAQ
1. Why do I need to register my SIM card?
In response to "Telecommunications (Registration of SIM Cards) Regulation", SIM card users are required to register the SIM cards for SIM card activation.
2. What information do I have to provide for SIM card registration?
Personal user: English and Chinese full Name (if applicable), the number of identity document (HKID number or travel document number), date of birth and a copy of the identity document. If the user is under 16 years old, a copy of the identity document of an adult is required.
Company/Corporate user: English and Chinese Name of the company/corporation (if applicable), the number of the business registration certificate, a copy of the certificate, and the personal information of a responsible person aged 18 or above.
3. How many SIM cards can I register at a time?
At each telecommunication operator, a personal user can register up to 10 prepaid SIM cards; a company/corporate user can register up to 25 prepaid SIM cards.
4. Do I have to register my SIM card immediately after the Regulation is effective? When do I have to register my SIM card?
Registration of prepaid SIM cards purchased on or after 1 March 2022 is required. Registration of all prepaid SIM cards must be completed on or before 23 February 2023.
5. What happens if my SIM card is not registered before the deadline?
All services of unregistered SIM cards will be terminated on 23 February 2023.
6. How will my personal information be kept for?
According to the Regulation, all information will be kept for at least 12 months upon SIM card deregistration.
7. How can I register my SIM card?
SIM card users can register their SIM cards via our designated website with identification documents for SIM card registration.
8. How will my personal data be kept for?
All collected personal information will be stored in our system. We will strictly comply with the requirements of the Personal Data (Privacy) Ordinance ("PDPO"), including the Data Protection Principles (“DPP”), as regards the collection, holding, processing and use of personal information.
