Funding Target
- Publicly-funded schools (including government schools, aided schools, caput schools, and schools under the Direct Subsidy Scheme)
- Kindergartens joining the Kindergarten Education Scheme
Funding Scope
- Non-profit projects within the scope of school education (i.e., kindergartens, primary schools, secondary schools, and special education) that are worth implementing, especially "scalable projects." This includes measures to promote effective learning, moral education, school management initiatives, research projects exploring educational topics, and projects applying information technology
Application Deadline

Two calls for submission of applications each year, until the 2025/26 school year:
15th phase: October 2025 to January 2026
16th phase: April 2026 to July 2026
Funding Amount
- A new phase of the dedicated funding programme in the 2026/27 school year, under which the cumulative amount of funding support for application will be raised from HKD 2 million to HKD 3 million for each publicly-funded school and from HKD 500,000 to HKD 700,000 for each eligible kindergarten. Details will be announced through the QEF website and Education Bureau Circular Memorandum
